Designing a monitoring and evaluation framework
As developing nations pursue long-term development agendas across sectors such as health, education, agriculture and industrialisation, the importance of a robust Monitoring and Evaluation (M&E) framework cannot be overstated. M&E acts as a compass, guiding project implementation, tracking progress, ensuring accountability, and providing critical insights for evidence-based policy and decision-making.
Kusek and Rist (World Bank, 2004) stated that "M&E was a critical part of project management that allowed stakeholders to assess progress and impacts of development interventions" while UNICEF refers to it as: “Monitoring to the ongoing process of data collection to track progress, and evaluation to the systematic assessment of a project’s effectiveness and impact”. The OECD defines monitoring as an ongoing process involving systematic data collection to track progress towards objectives and utilisation of funds.
In the context of this article, M&E can be considered the compass that guides project implementation, tracks progress, ensures accountability, and provides critical insights for evidence-based policy and decision-making.
However, a common and often overlooked limitation of most national and sectoral M&E systems, particularly those designed for long-term strategic plans, is the absence of a formal performance grading system. It requires a mechanism to synthesise, score, and grade performance across different levels—output, outcome, and impact. This ensures that stakeholders are not overwhelmed by volumes of raw data but are instead provided with clear, summarised performance results that show whether goals are being met, and to what extent.

Designing an effective M&E framework: Key components
To address the shortcomings often found in large, long-term frameworks, the following elements must be incorporated into M&E design:
1. Clear theory of change and results chain
Start with a reasonable flow from inputs to impact. Each goal has to be linked to some results and indicators measurable over time. For example, in a strategy for an education sector, the theory of change (For example, it could provide a description of the strategies and actions that facilitate change and help achieve the desired outcome) could link additional teacher training (input) with improved pupil performance (impact).
2. Defined indicators with disaggregation
A robust M&E system requires that each indicator has a baseline, target, timeframe, and verification measure, and is disaggregated by the priority variables of region, gender, and age. Because of the large number of indicators (240+), prioritisation is necessary by defining Core Performance Indicators (CPIs) for each goal. CPIs focus monitoring efforts, prevent data overload, and inform strategic decision-making for long-term impacts.
3. Structured performance grading system
Successful M&E in complicated systems requires grading of performance in a systematic manner. All the indicators are to be graded and grade totals computed at the goal level on an open grading scale. For example, 90–100% is "Excellent" (green), 75–89% is "Good" (yellow), 50–74% is "Average" (orange), and below 50% is "Poor" (red). Visual aids like spider diagrams and traffic-light dashboards enable easy communication of performance. In a national agriculture plan, if 7 out of 10 indicators for a target such as "increase smallholder farmers' productivity" are more than 80%, the total performance for that target would be evaluated as "Good."
